    I've worked it out, how we're going to implement the new sanctions laws

    so, it's like this,

    step 1, Bungling Boris will zoom around the world and make trade deals with every country

    step 2, Once the trade deals are signed, then we can behave like big players and implement the sanctions

    but obviously we need the trade deals in place first before we can do the sanctions or the sanctions won't count
