    The UK offered a discussion on post EU expat rights because it was a serious concern for individuals, the EU refused to talk about based on the treaty and they wanted to use them as hostages as described by the UK negotiating team they are now 'Pawns in the discussion'. Now which one is morally responsible?

    Didn't the UK sign up to some kind of treaty that stated explicitly that negotiations can't start until the UK revoke that treaty? The UK have also used the 'hostage' situation themselves and you might like to look at the vote this week in parliament.
