Development, yes, fossils, well, not so much. The challenge in Africa, especially sub-Saharan is the large distances you'd have to transmit electricity from centralised generation plants to remote villages. It makes sense in densely populated urban regions, but that describes a small proportion of the continent; most settlements are better suited to local and small-scale solar, wind, geothermal and hydro. What I find quite astonishing that despite the lessons of history people fail to acknowledge that humans move quickly in finding new technologies. why is it people talk as if we have reached the end of technological progress and fail completely to realise that things like the burning of fossil fuels will become a thing of the past pretty well automatically

Germany's CO2 levels rose last year, which doesn't bode well, since they're building so many wind mills.

If Germany's CO2 levels are rising it's unlikely that CO2 levels will be falling anywhere else at all.
