What is your definition of "genuine freelancer"? What do you do different from the disguised permies?

If you do contracts typically 3 or 6 months long, or as short as one day, spend a lot of time in Travelodges, work 3 hours from home, and have irregular "bench time", you are probably genuine freelance.

If you work 6 miles from home, at the same desk you have occupied for 12 years, on a high daily rate, but technically not a member of staff, you are probably a disguised permy, and fairly likely to be working in the public sector.

In theory I welcome something that differentiates us (genuine freelancers) from disguided permies, as it stops us all being tarred with the same brush. And there are many of these disguises being worn in the public sector. Not by Paxo necessarily, but by regular staff lower down the chain.

Theory and practice different though. In practice the measure is likely to grab a few headlines while keeping the real tax mega-evoiders happy, and making an example of a few little people.
