If it's a minor difficulty, just deal with it. That's what you are supposed to do: you are supposed to notice that you are fasting.
If it's a major difficulty, postpone your observance until a later time. The Prophet (PBUH) recognised such situations and explicitly allowed that solution.

The US separation of church and state was intended to originally to prevent the establishment of a state church and to protect freedom of religion. It's only in recent decades that the first amendment has been used to protect the state from religion.
It's somewhat ironic that no president who wasn't at least nominally Christian has ever been elected (notwithstanding the Republican Party loonies who are convinced Obama is a muslim), and that the US is such a religion influenced society.
