Some people just want others to be offended by / scared of them. No different to punks, etc. Except punks didn't go whining to the papers when they got kicked out of places for looking shifty.

Of course there are always jobsworths who will be only to happy to claim that an entirely innocent remark, or even a facial expression, constitutes abuse. But equally, there are always arseholes who treat people that are just trying to do their job like tulip.
So who knows what the truth of the matter is

I thought I'd resurrect this as we're now seeing more and more of this thing and its only going to get worse, they're sowing the seeds of distrust among everyone which is part of their aim:
