Germany has cheaper wholesale prices because they're subsidised by the private consumer. An electricity bill for the private consumer is far cheaper in the UK.
Basically the more green technology the more expensive it is for the consumer but the cheaper the wholesale price simply is because the producers are given money through a different channel.
The cheaper wholesale prices are an illusion.

However if most of the world including that country and its trading partners are happy to have steel, coal etc from countries with dangerous H&S records, few workers rights, a poor environmental record and much cheaper energy prices (thanks Milliband) as its cheaper then there is no point. F*** even Germany has cheaper energy prices than the UK (thanks Milliband).
The real problem comes in 20 years when those countries workers get more expensive and they realise they don't want a screwed environment in their country pushing the prices up. (Though they will still have cheaper electricity prices as they won't have a Milliband as energy minister who has no clue about basic manufacturing economics.)
