    That's how they do it already

    – Muslim countries are usually allowed a quota of 0.1% of their population to perform Hajj.
    – Many Muslims in Western countries have also had their quotas cut by 20-30% and those that have performed Hajj in the last 5 years will also be restricted.
    – These restrictions will be in place for the next 3 years to allow for major construction works to be completed.

    Now you're just being ridiculous, not that it would ever be a consideration when it comes to a religious event or pilgrimage (ok please ignore the entire history of pilgrimage locations throughout time when reading this) but pilgrims spend a LOT of money and apart from oil there's sod all to bring money into KSA.

    It's a massive tourism event which brings in monumental quantities of cash. If you think for one second that they would seek to limit the numbers pitching up and spending freely then you really need to lay off the esoteric pharmaceuticals.

If you've been once (and I am sure they would keep records and know) then that's you done and any further visa requests should be refused.

    To be fair to the Saudi's they have tried pretty damn hard to organise the whole thing, but it's a bit of a challenge to deal with several million people all trying to attend what they see as time critical events in very small areas. Doubly so when a significant proportion of those people have limited regard for human life due to their local mortality rates and many just have no idea what it means to queue.

    It only takes a few minutes going through recent news events and behaviour at borders to see how some cultures regard rules, ordered queueing and quite frankly anyone else's life than their own.

    Mass deaths to crushing are a frequent feature of the Hajj, arguably an unavoidable feature.
