(a) Apart from the fact that the weather forecast on the BBC won't be the Met Office anymore so unless the new people decide to use information from them, then you wouldn't know
(b) They're a bit late, you've been able to do this in Germany since the mid 50's and what sets it apart from the Met Office is that you pay which brings in much needed funds: Wetterpatenschaft - Home

Public given the chance to name UK and Irish storms - BBC News
Members of the public are to be given the opportunity to name storms affecting the UK and Ireland.
People will be able to email possible names to the Met Office and send in suggestions via Facebook and Twitter.
It is hoped that naming storms will help raise awareness of severe weather and ensure people protect themselves and their property before it strikes.
The Met Office is teaming up with Met Eireann in Ireland to run the pilot project over the autumn and winter.
