In fact, you can see all the options and projected costs in http://www.parliament.uk/documents/l...o-booklets.pdf (PDF) and, if you search, you'll find that the string "7.1" only ever appears in section numbering. So there's no explanation at all for where the Telegraph's headline figure comes from, given that they never account for its provenance in their story

Given that the report in question actually estimates the cost at £5.7billion - and that for the most expensive of several options - I'd be wary of following the Telegraph's recommendations, as they seem to be adding a hefty finder's fee on top

My quote for a bit of household maintenance came in at £7.1bn. Does this seem reasonable?
