There is nothing in the Koran to say that women must wear burqas. The only text says that a women should dress modestly. There is even on passage to say that if a boob pops out, the woman should discreetly pop it back into her clothing.
Wearing burqa is just made up by people who believe that going one step further makes themselves more pure just as church going Christians do.

It's fairly well understood that minority groups tend to (unconsciously, mostly) exaggerate accents, culture, etc. I imagine that happens even more when you're not that widely liked/accepted.
