    Basically they've lost. The whole premise of being fined a 'penalty' on private land as being illegal and therefore ignoreable by said 'don't give a tulip park anywhere tossers' have lost.

    So a further appeal is going to be kicked off. But in principle if you don't want to get fined, pay for a fricking parking ticket!
    It's not a fine and will never ever be a fine.
