By "those" I meant those who are currently unemployed and NOT a Contractor applying for their next assignment, but simply applying for a job... to keep receiving said benefits.

From an Agents perspective, I would definitely agree.
As an example, we have advertised for a role, City of London, and have had 343 (and counting) applicants since last Friday. There has been 6 suitable candidates apply.
I think (part of) the reason for this (and it has got much worse over the past 6 months) is that those claiming Tax Credits/Benefits are having to prove to the Job Centre that they are actively applying for positions...
We have certainly seen an increase in unsuitable applicants - which only makes it harder to find the GOOD applicants for the jobs...
