For what it's worth I use Serif Webplus. My site is nothing to write home about and I'm just about to jazz it up with some images etc and make it look a bit more professional, but at least it only cost a few quid to produce. The latest edition of Webplus (10) produces better output than earlier versions and has some more built-ins. They're a hard sell company but you can get a lot of software (eg. cheap DTP, Flash generator etc) with a deal, if you need it.

And be prepared for an unpleasant surprise - professional looking websites cost a professional amount of money (more than most contractors are prepared to pay, anyway).
And after the amount of time I've been designing my website, quite right too. It's not all graphics & fonts...

I am an IT contractor already. If you have nothing to say, say nothing instead of wasting your time, but again, you might have plenty of time to kill, in which case, I will be waiting for a similar ironic reply.
