Not necessarily - you have a price for the services you provide (daily rate), you apply for a role and you negotiate your required daily rate. If too low, look elsewhere.

Got talking to an agent recently and he said the over 50% of the candidates he deals do not have english as their first language. He said "if you are english speaking its like you are quite unique now". Apparently lots of East European. Does anyone think this will NOT lower contracting rates?

Its because davie boy was over on the sub continent recently and stated the UK had an open door policy to people to come and work in the UK because they are 'needed.'

Cue agencies for throwing open adverts stating needing a work permit \ visa is no longer a hinderance to applying for a UK job despite thousands of UK contractors scrabbling around for decent contracts.

I've recently started looking for contracts on jobserve again. I am seeing an enormous number of job adverts with the above. Usually you'd come across one or two of these (lower-paid NHS/public roles typically) in a fortnight of trolling through ads, now there are dozens, from all sectors, public and private.

What's up?

One possibility is its because Tier-1 shut down about two years ago, and the effects are coming through now. Simply not enough well-qualified IT people in the UK. Which has been my theory all along. All the bluster about "bobs" on this forum notwithstanding.
