When I've been in that situation the customer doesn't and I just do what I normally do which is change my hours to suit the permies I'm working with. If I'm not having to work with anyone then due to commuting and congestion it tends to happen that everyone turns up at the same time anyway.

However you need to remember that just because you work certain hours, use the client's equipment and follow some rules/regulations doesn't mean you fall under IR35. As some of this could be done for business reasons, some of this could be done for security and some of this could be due to Health and Safety.
