Being asked for references is usually (but perhaps not always) the agent trawling for names that he can call to see if they can sign up a new client, and that call might not even mention your name in this "request for references".

I think option 1 is the only way to go. Either that or they won't offer a reference. It isn't uncommon for clients to have policies of not giving references to contractors and if the new client has the same policy he will understand.
Getting your mate to do one is dodgy ground I think so best avoided.
