I've worked for Euroclear and Fortis, both language specific, yet being all English at interview did not hold me back. I'm now at a manufacturing company and half the staff, both permy and contractor, are non French/Dutch speaking.
I tend to find if your skills are in demand the language thing is a non issue but, if you are one of a pool of resource for the company to choose from then sure a local and/or linguist is going to have the egde.
Locals also tend to be cheaper and accept the crappy tax system.
