    I doubt it. They work off advertised salaries, rather than actual salaries. So they will be weighted towards entry-level stuff that needs to be advertised, rather than more senior stuff that people either get promoted to or quietly headhunted for.

    Also, if I'm trying to hire an electrician on an advertised salary of £50,000 I'll probably only have to advertise once. If I'm offering £20,000 I'll probably have to advertise repeatedly for weeks. This will skew the average too.
