For a two week contract, there isn't much at stake, I would be tempted just to find out whether you charge VAT, and at the end of the year get the form from the tax office. Probably cheaper in the end than using a managed company.

It will be in your contract.
And normally, for it not to be construed as a restraint of trade it will say "must not ..... without permission, which will not be unreasonably withheld".
No, they can't find out that you've done the job, unless they actually see you there (I know of one person that got caught this way)

How do i check that my permi company will allow that. Do i have to check small print in my contract. Also if i dont tell them will they know about this by any means i.e NI number etc.

You don't need a company, you can work through a managed service company, though be aware that some insist on a minimum fee of x months so find one that doesn't. Starting up a ltd for 2 weeks is going to be uneconomic.
You might also be allowed to work self emploed but this is dependent on the client letting you.
The only 'legal' issue with having two jobs is whether your current employer allows it, everything else is fixable.
