Sounds reasonably normal really. The bit that is slightly unusual is the delay in paying you your money, are they solvent?

Why wouldn't they work for the recruiting company - remember who pays them.

Escalated to which organisation - hopefully not the client as they are nothing to do with this. See point 1 - if not paid then sue.

You were obviously happy enough with your rate to take the contract in the first place.
