On paper my contract hours are 9 - 5 , but the actual role requires me to be present from 7.30am - 6.30pm.

Should I be able to charge over time ?

Depends what the rest of your contract says...

Are they expecting you to cover all those hrs, or is it split with someone else?

This all depends whether you think it is worth it. Some people will say, "sack it off - you're not being paid for it", others will say "stick it out and negotiate an hourly rate on renewal", personally I think if you have negotiated a rate that works out - hourly - as something you are happy with, then there really isn't any issue, providing you are prepared to work the hours. If you're not then look for a new role.
