VAT compliance ? With the flat rate scheme the focus is on income, so you cannot claim VAT on expenditure (with some exceptions).
The dispensation given by umbrella's is about their accounts, not yours. It's best to keep the receipt if you get one.

If you want the same you need to write to HMRC asking for the dispensation and outlining the benifits that HRMC will get from you using this policy.
Once it's comfirmed, then you can claim without the reciept.

if so then stick with what your accountant is saying and don't take the p**s.
You either pay for parking or you don't, if you pay for it then you have proof just submit it.

What do you pay for it with, cash or card? You need proof of purchase, so get a receipt or a CC slip or even keep the time-stamped ticket, if you can't (which seems unlikely), don't even try 'cos if you ever get a VAT compliance visit and there isn't an audit trail, there'll be trouble. Which is why the accountant is being risk averse.

"Parking fees are an allowable un-receipted expense to the maximum value of £5 per day.
These will need to be detailed on the expense claim form."
