Are LBG/RBS classed as Public Sector when it comes to IR35?

Just wondering whether LBG contractors are going to be affected by the public sector IR35 reforms?

I've googled it and all I've found is that in 2009 ONS started classing it as public sector then in 2014 went back to classing it as private sector
