Are you really a PM? You do realise that projects are not just delivered using IT resources, and that projects are (usually) initiated to solve a business problem. As such, business resources identify requirements, then test the solution prior to release. In this case, the accountants will be SMEs on the project, or at least they would be if they weren't swamped with Brexit rubbish.

Interestingly enough no I am no longer a PM - was a long long time ago.

But the point is how many accountants do they need to implement the rules? not ever many and his fookin dog needs to be defining the requirements.

Has the problem been properly articulated?

Are the user needs identified or are you still swimming in the tulipty puddle of hippo wants?

I know the projects are always about more than just delivering IT I also know that many people see being involved in a project as a way to ensure they protect their career and refuse to look at the changes which really need to be made.

We have all worked on IT projects - why are technical things being delayed because accountants have to talk about something else.

Is it really a delay or do they just think they are so special things could not possibly go ahead with out them?

A digital revolution of the UK tax system planned by HMRC is being postponed, because tax collectors and customs officials are too busy getting ready for Brexit.

Previously the taxman had been working towards a deadline of 2020 by which time traditional tax returns were supposed to be virtually redundant and replaced by digital versions.

But experts have said that the delay now means this target is unachievable.

In a notice sent out yesterday HMRC said the plans - which would eventually see five million taxpayers filing pre-populated self assessment forms instead of filling out blank forms - have been indefinitely put on ice.

These so-called "simple assessments" were initially being introduced to make the process of filing annual tax returns easier for people with relatively small sums to declare. They would then be rolled out more widely, potentially to all self-assessment taxpayers.
