    Interestingly enough no I am no longer a PM - was a long long time ago.

    But the point is how many accountants do they need to implement the rules? not ever many and his fookin dog needs to be defining the requirements.

    Has the problem been properly articulated?

    Are the user needs identified or are you still swimming in the tulipty puddle of hippo wants?

    I know the projects are always about more than just delivering IT I also know that many people see being involved in a project as a way to ensure they protect their career and refuse to look at the changes which really need to be made.

As such, business resources identify requirements, then test the solution prior to release. In this case, the accountants will be SMEs on the project, or at least they would be if they weren't swamped with Brexit rubbish.
