Threatening legal action is really a last resort as I'm sure
you know it will always come back to bite you on the ass.
Is it worth it for 1 days pay? Was it worth taking on the
responsibility for 3 days work in the first place? Hell no!
But the market's so ropey this time of year I tend to take
what I can get before that b*****d in a red suit saddles
up down the centre lane.

The county court is cheap and easy for small amounts. Is it worth it for 1 days pay? That's your call.

There were two fazes to the work, completion of core
functionality and localization.
When I was told work was ongoing, I reprioritised for
both components but was then on the last day the
localisation component was on hold due to resources.
Hence why I was not able to deliver completely the
core component.
I was contracted out on a daily rate with no mention of
project completion (which is not surprising as localisation
into 10 languages complete with Asian character sets is
a little too ambitious for one days work ).

Did they hire you to complete a task or for a specified length of time? Unless your contract is written in a way that you have breached it I can't see they have an argument.

The client has now said that they are only willing to pay
me for 2 days and my agency has put my pay on hold
until an amount is agreed upon.
Are they allowed to do this??
