Aye. Ok offically it belongs to the secretary of state for transport as do all driving licences.
However the card has to carry the owners photo and can only be used by the person named on the card otherwise its a criminal offence.

If it's an expense incurred wholley and solely as a result of your work with the company then it is a legitimate expense. If it is something you would have bought for yourself anyway then it is not.
