Well it looks like I may be ejected anyway after this current extension (until end Feb). Which won't be the end of the world bearing in mind this hassle anyway.

mine comes to an end on the 23rd of this month, I'm guessing I'll be back on the road once I take a month off

The end client (public sector department) will decide if the role is inside or outside. Working via a consultancy may or may not help depending on how the consultancy was brought in and what it is doing. If its creating fixed deliverables you are probably OK, if you are a bum in a seat working alongside permanent staff doing the same thing you are doing, you are doomed.
