How to answer DEI questions as an applicant - how does HR use the responses?

Interesting that even from the responses here, there is uncertainty whether the responses directly drive the decision to interview candidates with certain characteristics, or are not disclosed to those sifting applicants specifically to avoid bias.

Has anyone got any experience from client (HR) side as to how responses to DEI questions are used, and/or how best to answer them to get interviewed?

I haven't needed to encounter this as a Contractor but am making a few perm applications.
