That is crappy. Could someone else be working on it? I imagine to have to submit a lengthy RFC to your IT dept, they'll have a meeting of the committee, decide it can't be changed. All the above to take a couple of weeks.
If you can see the contents of the file --> Save As,work offline and merge changes later?
