This reminds me a bit of the episode of "The West Wing" - "The Stackhouse Filibuster".

To defeat a bill Senator Stackhouse just has to keep talking until time runs out (the filibuster).

In the end he is reading out one of Dickens' novels (I think), so that he can keep talking and talking.

In the end president Bartlett's team realise why he is trying to defeat the bill and let him off the hook.

I did used to enjoy that show and I think that is one of the first episodes that I watched.

I did have to study the American political system at university though so I suppose that a show like that makes more sense if you understand the framework that they are all operating under.

There is some real tulipe on the TV here, I do not know how the locals cope.
