No it's not true.
What is true is that the loan charge exists and is approaching at the speed of time.
The APPG (All Party Parliamentary Group) met with the Chancellor last week to "ensure" that the review is real. I have seen no minutes from that meeting.
The treatment given their Lordships scathing report and recommendations on contractor tax situation, should be a clear indication that short of revolution the Government is just not listening or is in complete denial.
Just this weekend saw yet more reports of social workers being under the cosh.
Accordingly to HMRC that doesn't matter because they either represent a very small part of the UK workforce or earn twice the national average.
(I'd like to meet a social worker who earns that).
Assume the loan charge is real and 60 days away.Best Forum Adviser & Forum Personality of the Year 2018.

Here are the "minutes" via Ed Davey tweet, its clear the review will be a non event.
Met Chancellor, Mel Stride & HMRC today with X-Party Group to argue against retrospective tax & unfairness in Loan Charge.
No ground given but agreed inquiry launched by our new APPG on Loan Charge can submit evidence & conclusions to Government’s #LoanChargeReviewComment
