That would be because Bucharest is in Romania, which isn't in the EU yet. When it joins the EU, you won't need a visa, or cash in the bank. Just the bus fare.

Got 10 grands in the bank and property in the home country and the officer carried on asking about my future spendings in the next year...
Now the Home Office has my passport and I'm waiting for another stamp of the same category...
