It's an abstract work, using the imagery of a mountain scene to represent a fish and chip wrapping resembling an oil stained newspaper.
it is a reflection on the transient nature of life and our relationship with that which we believe is permanent, i.e. mountains, but is actually no less transient than fish and chips at a cosmic level.
It's a demonstration that you can fool some of the people all of the time.

But they aren´t stupid. By paying some huge amount of money for some strange article, they lend that article status, in a similar mechanism to a Veblen good, hence increasing it´s price when they sell it on.
