The reason seems to be that it can be difficult to distinguish whether the "smoke" is from a real cigarette or form an e-cigarette, and so if they are not banned, the smoking ban may be undermined.

The more we can do to discourage smoking and mock smoking the better, although I do support any help we can give to assist smoking addicts to give up their habit, although not at the cost of undermining the war on tobacco.

I can't tell whether the clear liquid someone is drinking is water or vodka. If someone is smoking a real cig inside, fine them and ban them from the establishment. If they're not smoking and you as the establishment owner are ok with people using e-cigs, leave them be. This doesn't need government intervention.
