Yes for sure, it's Russia to blame for invasion of neighbour with goal to annex part of the territory that Russia pledged to guarantee. How much more a broken written promise can be?

I think it was Churchill who said that signed agreements with USSR (which is effectively Russia) are not worth the paper they are written on - now that's officially true.
