    The policy of building in the flood plains has undoubtedly increased flooding, but I don't believe that it has any bearing on the current event; this is caused by rain, and lots of it. It happens. We should learn how to deal with it, not try and decide who to blame for it.

              Building on floodplains has got to be daft. "Loddon Island" in Reading for example - that used to be a lake. Where's all that displaced water supposed to go?

              Just up the road from me "Swan Lake" - why would you think building houses where swans were swimming last year is a good idea?
