The bank scroungers are still the same chav scroungers (and every other scrounger).
People not worthy of a loan want loans. Government promises to make loans available. Population at large vote them in/keep them in. Government forces banks to lend to 'sub prime' borrowers. Credit bubble bursts. Government bails out the banks by lying that it's necessary, and appeases the masses by socialising the risk of keeping your money in a bank (more free tulip), rather than people taking responsibility for themselves.
If people were happy to take responsibility for their own lives then banks wouldn't be in a position to 'scrounge' in the first place.Comment

And that budget, 94% of the total EUR 135.6 billion of the EU 2012 budget was dedicated to beneficiaries across Europe such as researchers, students, small and medium enterprises, towns and regions and NGOs. What's the average salary of those 38k - perhaps 30k euros per year? In which case that would mean 1% cost of money they manage - hardly big cost.
