So it looks like status quo, we are left with IR35, a scare tax legislation which makes it's money by scaring contractors into voluntarily claiming to be inside, with a few symbolic cases a year to make it look like it's being enforced.

It will certainly be more onerous for Agencies to use 'freelancers' once this legislation is introduced; Government have proposed that
"Where a worker is engaged by or through an intermediary then there will be a presumption that there is control over the worker...... Where an intermediary/third party does not think that there is control, direction supervision, or the right of control direction or supervision over the worker then they will need to keep evidence of this. If the intermediary is unable to produce satisfactory evidence when requested by HMRC then HMRC may recover tax and NIC's from the intermediary"Comment
