Sounds reassuring, but again, the same weasel words were used by the Dutch government and now 250 freelance nurses have lost their contracts because the tax office suddenly decided their intermediary was actually an employer. They'll be having a really wonderful christmas I'm sure, as will the people who were recieving care.

Beware of politicians and tax officials saying reassuring things. Why do I get the feeling that British and Dutch ministers and senior civil servants are being advised by the very same people?
