Yes, I'd agree on that, but then it would include two world wars which I think we could consider 'exceptional circumstances'. At the coming local elections in NL, politicians will knock on our door asking for our votes. I shall set them a test. I shall start by telling them all the things I think our ´community´ needs, like an indoor skating rink, an indoor cycling track, a bypass road around the village, a ´community centre´ (got to think of the poor and downtrodden), and other nice things. If we're moaning about the way the government wastes money, then we certainly want HMRC to be focusing on those cases where it has the most to gain.
