    They probably need as much water as they can get to keep the pipes and conduits swilled out as best they can, rather like the average person needs to drink 5 litres of water a day or whatever it is.

        It will make a change - instead of LOndon watching all its earned taxes go to scroungers in the suburbs(like Guildford) it will actually go to LOndon for once!
