      They could reconvert the area to a red light district, as they do in civilized Germany. Just ask Darmstad.

        There are some damn nice 19th century/early 20th century houses in Liverpool, unfortunately many are in in derelict neighbourhoods with lots of ASBO residents. I'd go for a completely elitist and politically incorrect plan; sell them at 1 quid a go, but require either a clean criminal record or an interesting entrepreneurial or cultural plan to buy one; the idea would be to keep decent people there and attract artists, small businesses, young academic or geeky types and people who really value houses from that era. A sort of urban regeneration but bottom up instead of top down.

        Liverpool city centre has been smartened up and is a brilliant place; shame it doesn't still have ships sailing into the docks, but it's a cool place. If only the same success could be achieved in some of the neighbourhoods outside the centre.
