Once Labour come back in power this problem will go away, anybody who cannot pay energy bill can apply for energy benefit (TM), much like child benefit, and their bill will be paid by the government.Vote Corbyn ! Save this country ! -

On a serious note, regardless of the argument about whether AGW is real or not, it makes sense to reduce peoples energy bills by reducing the amount of energy required to heat their homes (i.e. insulation).
You are making the association between, green deal, energy efficiency and AGW. This is an association that the green activists want and encourage.
Energy efficiency is good, it will save you money, but it will NOT reduce co2 emissions in any way, in fact it will probably increase them
