Um, people on housing benefits don't normally get housed - that's for the real "bottom end". Most people on benefits still find their own house and then claim benefits to pay for it, at least where I live - I own a house with DSS tenants.

And saying a street "isn't black" because not every single resident is black is daft. It is a black/chinese/polish street if they have a significantly higher % than the surrounding area.

Houses are for rent everywhere, and I have never spoken to an estate agent who will attest to your fact people of certain races ask for houses to rent in areas containing a % of their ethnic background. Not once.
