A bog standard (no overclocking) i5-2500k, cheapest compatible branded ram (1333MHz), and SATA III SSD gives:
Processor: 7.5
RAM: 7.6
Primary Hard Drive: 7.9
Almost fast enough to run the latest Firefox.
