It depends on the T&Cs of the voucher that may well exclude transfer or sale. The problem now is you don’t know if he has used the voucher number and he is trying it on.
As you took if off Ebay, there is little that any of you can do but I would suggest giving his money back and write it off as a lesson in how not to do business.

EBay explicitly tell buyers not to try to buy directly. They also tell sellers (IIRC) they are breaking the T&Cs if they do. eBay might come after you if the guy complains and suspend your account, but they can't come after you for a refund.
The police won't care if someone bought something and doesn't like it. They are a bit busy.

how could he prove that to ebay? imeananyone then could make a complaint to any seller to just try and get them suspended.
been thinking if this guy still keeps on hassling me how to pay him back . Dont really want to meet him in person since his talk of his brother etc. Will give it a few more days to see how serious he is.
To be honest i have done nowt wrong and suspect he is just trying it on and probably used the voucher and thinks he can get his money. I really dont know why the idiot offered to take if ebay sale when it was only listed for 3days, i did ask him to wait till end of auction but he was adamant for me to end the sale and deal with him privately

Yes they could and since these sites always tend to support the buyer, it might work! But - the buyer can point to the item on eBay (which will have been cancelled) - and to any email correspondence. They can show they have the item in questions.
