Problem with that is unless they have overwhelming force so no need to keep remobilising as the riots break out (the main problem last night was the police were too busy chasing their tail, getting outmanoeuvred and spread too thinly) the soft words will just encourage more people to join in if they think it will be more of the same.
A big gamble.

It's easy to discriminate if you have a curfew. Anyone on the streets is acting illegally. I think the streets will be empty tonight anyway. Only a moron hasn't heard the news and will think it a good idea to wander around for a look.
Police numbers to be increased from 6000 last night to 16000 tonight. Enough?
