          When I was a nipper I used to have a racing bike and my handlebars were as low as I could get them, about 2-3" lower than my saddle. But then I used to ride 100s of miles a week and I could sustain 30mph on the flat for over 10 minutes. I did that old frame up with some new components (9sp shimano drivetrain, some nice hand built wheels, everything but the seatpost basically) a few years ago and I had to go out of my way to find a shorter handlebar stem with enough rise that I could avoid crippling myself......

          These days less hardcore "sportive" type frames have slightly higher headtubes e.g.
          and they are pretty comfy when you're resting on the brake hoods. The length of the top tube and stem makes a big difference to how stretched out you are as well, probably the most important dimension to get right when buying a bike IMO.

            More importantly I would only choose a bike with pedals.
